Organized with the active support of Artists at Risk Connection (ARC), an initiative of PEN America, NYC and under the continuing extraordinary circumstances worldwide this '21 edition was convened as a series of videoconference sessions spread over three days.
Each year since 2017 (when the first meeting was held at UNESCO within the framework of La Presse en Liberté exhibition and its ancillary events) the Forum has brought together high-level international actors working directly with and on behalf of cartoonists; their discrete projects or ongoing programs all address cartoonists and freedom of expression.
For this first remote forum the steering committee selected applications from 33 project leaders.
Each day 20 participants took part in working sessions, these based in or originating from more than 12 nations: (Australia, Canada, France, India, Italy, Malaysia, Mexico, Nigeria, Rwanda, Singapore, Switzerland, UK, USA) and who work with more than 20 free expression NGOs or professional cartoonists’ associations, but also SMEs, charitable foundations, museums and universities.

The primary goal of the Forum was once again “facilitate a meeting of the highest quality for an exchange of views on the role of cartooning in society, and to recommit to the ideals of free expression.”
In order to explore the active role of cartoonists’ contribution to society, the 2021 work axes were:

2021: 40th ANNIVERSARY OF THE P&CGF HEADQUARTERS
The The Press & Cartooning Global Forum is headquartered at the European Permanent Center for Press Cartoons, Saint-Just-le-Martel, Limoges, France; the center hosts the annual International Festival of Caricature, Press & Humour Cartoons and last week saw its 40th edition.
Over ten days cartoonists and the public and designers gathered for meetings, discussions, prize-giving and a grand exposition that showcased contemporary press and humour cartooning in all its facets.
As ever, awards were copious over the opening and closing weekend with one of the main prizes awarded to the internationally lauded Swiss cartoonist Chappatte.
Additionally several workshops for young people and schoolchildren took place. Officials and politicians of the region reaffirmed their unwavering support for the Center, the Salon and its outreach work.

The region’s presidency was particularly involved in awarding the 3rd Gérard Vandenbroucke Prize for the defense of cartooning and freedom of expression.

The region’s presidency was particularly involved in awarding the 3rd Gérard Vandenbroucke Prize for the defense of cartooning and freedom of expression.
This prize was created in 2019 at the behest of the regional government and in tribute to the Salon’s founder M. Vandenbroucke, the former mayor of Saint-Just-le-Martel and later president of the Limoges metropolitan authority.
As well as a committed politician and true internationalist he was a tireless exponent for cartoonists and their cultural significance .
The 2019 winner was the cartoonist Ballouhey for his active support of the Salon over many years and as president of the association France-Cartoons.

The 2020 winner was cartoonist Plantu following more than a decade of advocacy for press cartoonists as president of the association Cartooning for Peace, first founded with support from Gérard Vandenbroucke at the UN headquarters.
For its 3rd edition, the 2021 prize was awarded by Alain Rousset, President of the Nouvelle-Aquitaine region, and Jean-Claude Leblois, President of the Haute-Vienne department, to the two founders of the Press & Cartooning Global Forum – Jérôme Liniger and Nicolas Jacquette – in recognition of the international solidarity at the heart of their effort, the gravity with which cartooning is considered at the forum and the added scope it provides to the Permanent Center in Saint-Just-le-Martel.
2021/22 AGENDA
The weeks following the Forum will be devoted to drafting a summary of the various sessions that took place over the 3 days as well as revising and refining the standing recommendations, later disseminated to diplomatic representatives of all UN member states.
A new 2022 international committee shall be announced.
The P&CGF organisers will also ensure that opportunity is given for any new collaborations sparked by the conversations between the participants, especially those seeking to embark on transnational education projects.
The 2022 forum is set to take place on September 27th, 28th and 29th, 2022, format and venue to be soon announced.
